Answer: It's for Dps mostly. As a tank you should know influence of stats on your avoidance/mitigation and be able to adjust it accordingly for a fight.
For example: Gara'jal uses attack that penetrates absorb effects and does damage to both tank and voodo-dolled people. In this fight, armor/Mastery or whichever source of mitigation is going to be more beneficial for you is used than self-healing or avoidance stats.
And that's why most of the MSV encounters were (or should've been) cleared with elixirs (usually armor+expertise) instead of flasks.
But yeah, tanks shouldn't bother too much on maximizing their mitigated damage and dps, cuz in both cases the data is skewed. For example: you may hold CD's for huge boss abilities only and not use them on CD, which will result in more damage overall, but healing you would be easier.
